Job Description

POSITION TYPE/EXPECTED HOURS OF WORK Monday through Friday 7:30 am to 4:00 pm with flexibility depending on need.


QUALIFICATIONS - Bachelors Degree in Human Resource Management, Labor Relations, Organizational Development or related field required. Minimum of 5 years progressive HR experience. Supervisory experience required. Strong knowledge of employment and labor laws. Possess accurate and updated knowledge of Federal and State laws applicable to wages, hours, working conditions, safety, labor relations, etc. to ensure compliance with state and federal legal requirements. Experience with Employee relations, conflict resolution, investigations, benefit administration, recruitment and departmental supervision necessary. Must have experience with HRIS management. Valid Drivers License Required.




WORK AUTHORIZATION/SECURITY CLEARANCE Authorized to work in the United States and pass all background clearances.


SUMMARY/OBJECTIVE - Oversees the Human Resources Department located in Canton, NY and has oversight of St. Lawrence County. Maintains regulatory compliance, assists with Employee Relations, conducts investigations, oversees benefit administration, recruitment, workers compensation and leave and time management.

  1. Direct oversight of departmental staff to include biweekly time management, approval of time off requests, performance management and conflict resolution.
  2. Oversight of all functions performed by HR department staff to include benefit administration, recruitment and onboarding, audits, statutory reporting, maintenance of records, dissemination of information, HRIS maintenance, payroll distribution, leave administration, and more.
  3. Provide advice and counsel to management and employees to ensure consistent application and integration of policies, procedures, and practices.
  4. Investigate and advise management regarding internal and external employee relations and concerns, working with various teams on responses.
  5. Ability to balance role as employee advocate and management representative while maintaining neutrality and credibility with the organization.
  6. Conduct thorough and neutral investigations with regard to workplace issues or concerns.
  7. Respond to unemployment claims and participate in hearings as needed. Review billing information and process accordingly.
  8. Provide support and training to managers on various topics as needed or requested.
  9. Respond to any legal issues that arise with employees that could compromise the agencies compliance with regulations.
  10. Ensure agency remains in compliance at all times within assigned areas of responsibility.
  11. Ensure all HR Department records and Personnel files are maintained appropriately and in compliance with all applicable laws.
  12. Conduct Performance Evaluations on assigned HR staff and manage accordingly.
  13. Oversight of the Idemia/Indentigo Fingerprinting processes in St. Lawrence County.
  14. Must be able to crosstrain with all department staff.

SUPERVISORY RESPONSIBILITY 3 Direct reports to include 1 Human Resource Specialist, 1 Human Resource Assistant, and 1 Administrative Assistant/Front Office.


TRAVEL - Travel within immediate area of St. Lawrence County for employee issues and when necessary to provide additional support for career fairs and other community events within the scope of position as well as for training and/or meetings. There will be occasional travel to Jefferson County for relevant meetings and/or trainings.


WORK ENVIRONMENT - This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
